In the present paper we present the physical basis for a set of new cosmological ideas as well as the derivation of the relevant dynamical equations. The 3K blackbody radiation, so far judged irreconcilable with Dirac's ideas, is shown to be not only consistent with the Large Numbers Hypothesis, but actually indispensable in predicting the scale factor R(t) and the curvature k. The results indicate an open universe with k=0 without having to resort to an m versus z relation, or to any other of the classical cosmological tests.
